Culebra and its surrounding waters is a natural preserve protected by the U.S. Fish and Wildlife Service.  Hence, a favorite place for nature lovers, it abounds with rare and interesting plants and animals.  Since 1909, the preserve has included a bird refuge, which is one of the oldest in the Caribbean.  It is also one of the only two nesting sites for giant sea turtles in the U.S.
